Vesper possesses technology generations ahead of its public infrastructure. Much of it survives because the city continually repairs, modifies and repurposes machines that should have been obsolete decades ago.
Vesper does not function because it is healthy. It functions because generations of people learned how to survive inside systems that were never designed to work together.
Technology, wealth, science, law and organized crime do not exist as separate worlds in Vesper. They depend on one another, compete with one another and occasionally become impossible to distinguish.

Wealth does not automatically translate into influence. Old families possess inheritance, land and connections. New money possesses capital and ambition. Between them lies most of Vesper.
Individuals altered through experimental medicine, genetics, chemical exposure or technological intervention. Their existence is officially fragmented across several institutions.
Vesper's criminal economy is not one organization. It is a network of gangs, mafias, independent operators, traffickers, smugglers, intermediaries and larger factions competing for territory and information.
Vesper does not officially have superhumans. It has accidents, patients, experiments and people who survived things they should not have survived.
The term “Altered” is informal. Different institutions use different terminology, often depending on who is paying for the research.
Some cases can be traced to Saint Dorian. Others appear to have unrelated origins. Some are the result of deliberate experimentation. Others were never supposed to happen.
The government denies the existence of a unified program connecting these cases.
No centralized registry is publicly acknowledged.
The Circle is not a government. It does not need to be.
It is a network of old families, institutional allies, political figures, corporate interests and people who owe one another more than money.
Its power comes from accumulated obligations: favors, marriages, secrets, political support, financial relationships and information.
The Circle rarely acts directly. It places people in rooms and waits for the right person to make the right decision.
Vesper's institutions remain functional on paper. Courts process cases. Police respond to calls. Elections occur. Offices change hands.
Beneath the surface, however, political influence reaches deep into appointments, investigations, contracts and priorities.
The criminal world is not a single hierarchy. It is a constantly shifting network of factions, gangs, mafias and independent operators.
In The Veil, large organizations negotiate territory, protection, contracts and information through a system of criminal diplomacy.
The phrase appears in old engineering documents, maintenance manuals and graffiti.
