The City

Vesper was never built as a single city. It accumulated — district by district, generation by generation, until old power, new money, abandoned machinery and forgotten people became part of the same enormous machine.

Vesper City / General Record

Seven districts.
Seven versions of Vesper.

Geography in Vesper is social before it is physical. The city is not divided by walls, but by access, influence, inheritance and information. Two places may stand only a few blocks apart and still belong to completely different worlds.

The Heights

Where money rises. Power remains elsewhere.

The Heights is the territory of Vesper's modern elite: technology founders, executives, financiers, industrialists and fortunes created within the last few generations.

Ward Industries and Morrow Biotechnologies maintain some of their largest facilities here. The families themselves do not need to live here. Their companies do.

Wealth is abundant in the Heights. Legitimacy is not.

“Money can buy almost everything except history.”
Primary Function Corporate
Social Class New Elite
Legacy Estates Limited

DISTRICT / 02

Old Vesper

Some families own buildings. Others own history.

Old Vesper is where the city's oldest families still maintain their ancestral estates. Enormous properties, centuries-old houses, private gardens, secluded clubs and walls that separate entire pieces of land from the city around them.

Here, space itself is a form of power. The modern elite can buy towers. They cannot buy a piece of Vesper that has belonged to the same family for generations.

Old Vesper is also home to Vesper University, one of the most prestigious institutions in the country.

“The Heights has money. Old Vesper has memory.”
Primary Function Legacy / Academic
Social Class Old Elite
Private Estates Extensive

The Narrows

The city’s forgotten people.

The Narrows is the most densely populated district in Vesper. It is where people remained after industry collapsed, housing disappeared and the rest of the city moved on.

Buildings were connected, occupied, divided and rebuilt until the district began growing vertically. Passageways run through old structures. Homes occupy abandoned laboratories. Workshops exist above markets.

The result is a labyrinth of inhabited ruins, where the distinction between building and street has almost disappeared.

“The future passed them by. They built homes inside the ruins.”
Primary Function Residential
Social Class Lower
Population Density Extreme
Public Investment Minimal
Special Record / Saint Dorian

The city grew
around the wound.

Saint Dorian was once one of the most advanced medical and scientific facilities in Vesper.

After the fire, most of the complex was abandoned. The government sealed portions of it, but the surrounding population returned.

Over the following decades, people occupied the ruins, rebuilt structures, connected buildings and expanded upward.

The result became known as the Vertical: a sprawling inhabited labyrinth growing around the remains of Saint Dorian.

SAINT DORIAN RESEARCH COMPLEX RESTRICTED

The Core

Officially, Saint Dorian is abandoned. Internally, however, a protected subterranean structure remains operational beneath the ruins.

Access is restricted to a very small number of government and institutional personnel. The facility does not appear on public maps.

DISTRICT / 04

Black District

Where the city manufactures what it pretends not to need.

Old factories, industrial yards and abandoned laboratories were repurposed into the infrastructure of Vesper's criminal economy.

Contraband materials enter here. Weapons are assembled here. Synthetic drugs are manufactured here. Small gangs and young criminal organizations compete for territory, supply lines and influence.

It is the other side of the city's respectable money: the industrial machinery that allows the underground economy to keep moving.

“Old machinery does not die. It finds another owner.”
DISTRICT / 05

Vesper

The city that still trades.

The central commercial district remains one of the busiest parts of the city. Markets, small businesses, restaurants, hotels, transport lines and informal commerce overlap here.

An unfinished modernization project left behind abandoned stations and half-built structures. Parts of the old subway network still operate. Others have become part of the city's forgotten infrastructure.

“Something is always moving in Vesper.”
DISTRICT / 06

Civic Quarter

The law has an address. Justice is another matter.

The Civic Quarter houses the courts, VCPD, municipal offices, legal practices and hundreds of small businesses built around the city's institutions.

The police department is deeply influenced by the old families and by political interests. Promotions, appointments and investigative priorities rarely exist outside that influence.

Hector remains one of the few officers determined to work within the system without becoming part of it.

DISTRICT / 07

The Veil

Where the city stops pretending.

The Veil is a sophisticated parallel city built around organized crime, negotiation and influence.

Large criminal factions establish territory here. Treaties are negotiated. Information is exchanged. Mercenaries are hired. Alliances are created and broken.

Beneath that political ecosystem stands Vesper's highest-security psychiatric and criminal facility: a place where the city's most dangerous offenders, altered subjects and unstable prisoners are held.

“In the Veil, power rarely needs to raise its voice.”
Unofficial Records / Social Layer

The city remembers.

Not everything in Vesper is written into official records. Sometimes the city speaks through walls, posters, student newspapers and handwritten warnings.
